贵州农村一二三产业融合发展路径探究——基于农产品加工业发展的深度分析

Research on the Integrated Development Path of Primary,Secondary and Tertiary Industries in Guizhou Rural Areas——An In-depth Analysis Based on Development of Agricultural Products Processing Industry

我国全面建成小康社会之后,持续推进农村一二三产业融合发展成为实现乡村振兴和农业农村现代化的必然要求。贵州因受自然资源和生产条件局限,在农村一二三产业融合发展过程中面临挑战。本文从贵州农产品加工业的现实困境出发,分析贵州农产品加工业需求增长乏力、产品附加值低、集群竞争力弱、原料供需不平衡四个问题。提出加快扩大规模、健全初级农产品需求体系,强化产业增值增效手段、建立健全供应链增值体系,大力发展集群式产业链、健全现代农产品加工体系,加强农产品供应链管理、健全原材料供应保障体系四个路径选择,探讨提升贵州农产品加工业发展质量的对策建议,以期推进贵州农村一二三产业融合发展。

After the construction of a well-off society in an all-round way in China,the continuous promotion of the integrated development of primary,secondary and tertiary industries in rural areas becomes the necessary requirement for the realization of rural revitalization and the agricultural rural modernization.Limited by natural resources and production conditions,Guizhou faces huge challenges in realizing the integrated development of rural primary,secondary and tertiary industries.The purpose of this article is to start from the realistic predicament of Guizhou agricultural product processing industry,analyzes the four issues of Guizhou agricultural product processing industry:weak demand growth,low added value of products,weak cluster competitiveness,and unbalance between raw material supply and demand.The article suggests that local government should speed up the scale,improve the system of primary agricultural product demand,strengthen the industrial value-added and efficiency-added measures,establish and improve the supply chain value-added system,vigorously develop the cluster industrial supply chain,improve the modern agricultural product processing system,strengthen the agricultural product supply chain management,and improve the raw material supply security system with four path selection.It also discusses suggestions on improving the quality of agricultural product processing industry development in Guizhou so as to promote the integrated development of the primary,secondary and tertiary industries in Guizhou rural areas.
