湖南生态强省建设背景下的城市生活垃圾“零废弃”管理研究

Research on“Zero Waste”Management of Municipal Solid Waste in the Context of Hunan′s Ecologically Strong Province Construction

城市生活垃圾“零废弃”管理是湖南省积极落实国家“无废城市”建设决策部署的具体行动,也是湖南生态强省建设的重要支点,对推动全国生态文明建设、经济高质量发展以及满足人民群众对美好生活的需要具有重要意义。本研究在分析湖南城市生活垃圾“零废弃”管理重要意义和现状的基础上,从管理的基本要素出发梳理了其在管理主体、管理客体、管理工具等方面面临的主要困境,并提出发挥多元管理主体联动作用、系统建设多元管理工具、多渠道筹集管理资金、多层面提升管理技术水平等推进湖南城市生活垃圾“零废弃”管理的对策建议。

"Zero waste"management of municipal solid waste is a concrete action for Hunan province to actively implement the national decisions and deployment of"zero-waste city"construction,and also an important fulcrum for Hunan′s ecologically strong province construction.And it is of great significance to promote the construction of national ecological civilization,high-quality economic development and meet people′s needs for a better life.Based on the analysis of the significance and current situation of"zero waste"management of municipal solid waste in Hunan,this article sorted out the main dilemmas faced by the management subjects,object and tools from the basic elements of management,and put forward countermeasures and suggestions to promote the"zero waste"management of municipal solid waste in Hunan from the aspects of playing the linkage role of multiple management subjects,systematically building multiple management tools,raising management funds through multiple channels and improving management technology at various levels.
