摘要
新时代党和国家事业的发展需要提升基层干部解决实际问题的能力。基于对国家领导人讲话与学者有关领导干部能力建设的分析,结合实地调研,研究设计了基层领导干部七种能力评价内容的调查问卷。依据A省B市352份调查问卷数据,综合探索性因子分析及结构方程模型构造,得到基于“七种能力”的基层领导干部能力评价模型。验证发现,模型具备良好的信度和效度,为新时代基层领导干部解决实际问题能力的提升研究奠定了基础,提供了一种有效的方法,有利于基层领导干部思维方式改变和实际工作效率的提高。
The development of the cause of the Party and the country in the new era needs to enhance the ability of grass-roots cadres to solve practical problems.Based on the analysis of national leaders’speeches and scholars’capacity building of leading cadres,and combined with field research,a questionnaire was designed to evaluate the seven competences of grass-roots leading cadres.Based on 352 survey data of A province and B city,the ability evaluation model of grass-roots leaders based on“seven competences”was obtained by integrating exploratory factor analysis and structural equation model construction.It is found that the model has good reliability and validity,which lays a foundation for the research on the improvement of the ability of grassroots leaders to solve practical problems in the new era,and provides an effective method,which is conducive to the change of the thinking mode of grassroots leaders and the improvement of the practical work efficiency.
