摘要
黄河流域从小浪底水库大坝至花园口区间有1.8万km2无工程控制区,该区间暴雨洪水发生频率高、预见期短,对黄河下游防洪安全威胁大,区间干流河道平缓,两岸开发利用程度高,已无建设高坝大库的适宜条件。通过分析黄河桃花峪水库规划建设的历史背景以及新形势下黄河下游防洪面临的主要问题,创新思维,提出了将黄河桃花峪水库建设为河道型滞洪区的设想,研究了桃花峪河道型滞洪区功能定位和开发任务,对其坝址选择、工程规模、运用方式、工程建设影响及处理措施、投资估算等进行了全面探讨。桃花峪河道型滞洪区的建设可有效解决库区征地移民量大的问题,达到控制小浪底水库大坝至花园口区间洪水、提升黄河下游防洪标准的效果。因此,建议开展桃花峪滞洪区关键技术指标研究,积极推动工程尽早建设。
In the basin of the Yellow River from Xiaolangdi Reservoir to Huayuankou,there is an area of about 18000 km2 without flood pre⁃vention projects.This area has a high frequency of rainstorm floods and a short forecast period,which poses a great threat to the safety of flood prevention in the lower reaches of the Yellow River.However,this region has no conditions for building high dams and large reservoirs.In this paper,we analyzed the historical background of the planning and construction of the Taohuayu project on the Yellow River,as well as the main problems of flood prevention in the middle and lower reaches of the Yellow River under the new situation.Besides that,we put for⁃ward the idea of constructing the Taohuayu Reservoir of the Yellow River as a river channel detention basin,as well as the functional positio⁃ning and development task of the Taohuayu river channel detention basin,and the dam site selection,project scale,operation mode,project construction impact and countermeasures,investment estimation and other issues were discussed.The construction of the Taohuayu river channel detention basin can effectively solve the problem of large amount of land acquisition and resettlement in the reservoir area,and a⁃chieve the effect of controlling the flood in the section from Xiaolangdi Reservoir to Huayuankou and improving the flood prevention standard of the lower reaches of the Yellow River.Therefore,this paper proposes to carry out research on the key technical indicators of the Taohuayu detention basin,and actively promote the construction of the project as soon as possible.
