跨区域增援指挥体系建设探讨

指挥机构是消防救援队伍遂行灭火救援作战的中枢和首长机关,对作战行动有着决定性作用。近年来,我国在灾害现场指挥方面取得的一个重大突破就是“一部六组”。但是在近年一些作战特别是跨区域增援作战中,现场指挥体系仍存在一些不足和问题。现结合森林消防、解放军指挥体系实际,提出了基于“一部六组”的层级指挥体系构想以及备战对策。

The command organization is the central and head organization of the fire and rescue team in carrying out fire fighting and rescue operations,which play a decisive role in combat operations.In recent years,a major breakthrough in disaster scene command in China was"One headquarters and six groups".However,in some operations,especially in cross-regional reinforcement operations,there are still some deficiencies and problems in the field command system.Combined with the command system of the Forest Fire Force and the People's Liberation Army,the paper puts forward the conception and the countermeasures of a hierarchical command system based on"One headquarters and six groups".
