公共法律服务体系建设路径研究——以黔西南州新市民居住区为例

Research on the Construction Path of Public Legal Service System——A Case Study of New Citizen Residential Area in Qianxi’nan Prefecture

公共法律服务是破解基层社会治理矛盾的重要途经,黔西南州新市民居住区公共法律服务体系建设需要依托于全州公共法律服务体系的整体推进情况。当前黔西南州公共法律服务总体规划、三大平台及地方标准体系已经基本形成,然而公共法律服务在公众认知度和使用率、政策体系、产品体系、人才队伍体系、经费保障制度和考核评价体系等方面仍存在不足,需要继续立足地方实际,优化顶层设计,构建制度保障体系,激励多方参与,构建人才保障体系,拓宽经费渠道,构建资金保障体系。

Public legal service is an important way to solve the contradictions of grassroots social governance. The construction of the public legal service system in the new residential areas in Qianxi’nan Prefecture depends on the overall progress of the public legal service system. At present, the overall planning, three platforms and local standard system of public legal services in Qianxi’nan Prefecture have been basically formed. However, there are still some deficiencies in terms of public awareness and utilization rate,policy system, product system, talent team system, funds guarantee system and evaluation system. It is necessary to continue to base on local reality, optimize top-level design to build an institutional guarantee system, encourage multi-party participation in building a talent guarantee system, and broaden the channels of funds and build a fund guarantee system.
