摘要
目的通过分析意大利医疗卫生体系运行机制特点,为我国卫生服务体系改革发展提供借鉴。方法介绍了意大利医疗卫生体系的构成情况,重点分析了该国医疗卫生服务体系财政保障、分权制衡、分级诊疗、绩效考核等运行机制。结果意大利卫生服务体系在追求公平最大化的同时兼顾效率最优化,该国对保障国民卫生健康的投入到位,并且分权合理、调控得力,治理体系与机制较为健全,取得了较好的治理效果。结论为了进一步完善我国医疗卫生服务治理,我们需要加强运营管理、做实基层保健、完善竞争机制、强化绩效考核等工作。
Objective To provide reference for the reform and development of China’s healthcare service system by analyzing the characteristics of Italian healthcare system.Methods The article introduced the composition of Italy’s healthcare system,focusing on the analysis of its operating mechanisms,such as financial guarantee,governance by separating right,tiered diagnosis and treatment and performance appraisal.Results Italian healthcare system was designed for the pursuit of maximizing fairness as well as optimizing its efficiency.The country has invested sufficiently in the national health system and has achieved comfortable effect in health management and service by way of reasonable separation of right,effective regulation and relatively sound management system and mechanism.Conclusion In order to improve the management of healthcare services in China,we should enhance operation management,consolidate primary health care,improve the competitive mechanism and strengthen performance appraisal.
