河南省高校技术转移转化中存在的问题及对策研究

The Problems and Countermeasures of Technology Transfer in Henan Province’s Universities

河南省高校技术转移转化处于较低水平,存在意识淡薄,专业组织机构、人员缺乏,考核体系不完善、评价标准不健全,科技经费投入相对不足等问题。基于此,河南省应优化政策环境、加大政策执行力度,融合技术转移转化与学科建设,建立高校技术转移转化机构,改革职称考评体系,健全技术转移转化制度与机制,开展产学研协同技术转移转化,加大对高校技术转移转化的资金支持力度,加强高校技术转移转化人才梯队建设,以增强河南省高校的技术转移转化能力。

Technology transfer and transformation in colleges and universities in Henan Province is at a relatively low level. There are problems such as weak awareness, lack of professional organizations and personnel, defective assessment system, imperfect evaluation standards, and relatively insufficient investment in science and technology. Hence, Henan Province should optimize the policy environment, reinforce policy implementation, integrate technology transfer and discipline construction, establish technology transfer and transformation institutions for colleges and universities, adjust the professional title evaluation system, improve the technology transfer and transformation system and mechanism, and carry out collaborative technology transfer and transformation across the industry, universities and research areas, increase financial support for technology transfer and transformation in colleges and universities, strengthen the construction of talent echelon for technology transfer and transformation in colleges and universities to enhance the technology transfer and transformation capabilities of colleges and universities in Henan Province.
