利用地方政府专项债券水利项目收入来源模式分析

Analysis of revenue source models of water projects using local government special bonds

近年来,地方政府专项债券已成为水利基础设施建设的重要资金渠道。对于地方政府专项债券发行而言,其前提是实现项目收益自平衡,关键环节是增加水利项目收入规模,拓展收入来源。文章收集了27个省份的100项已成功申请地方政府专项债券水利项目案例,并聚焦收入来源模式进行分析,提出相关建议,为进一步用好地方政府专项债券开展水利基础设施建设,扩大水利有效投资提供支撑和借鉴。

In recent years, local government special bonds have become an important funding channel for water infrastructure construction. For the issuance of local government special bonds, the premise is to achieve a balanced project income, and key link is to increase the income of water projects and expand revenue sources. This paper collects 100 cases of water projects that have successfully applied for local government special bonds in 27 provinces, and analyges income source models, and puts forward relevant suggestions, so as to provide support and reference for further using local government special bonds in water infrastructure construction and for expanding effective investment for the water sector.
