法治护航水利高质量发展的思考--以《长江保护法》为例

Reflections on law-based high-quality development of the water sector--Taking the Yangtze River Protection Law as an example

长江经济带发展引发生态保护法治新思考,出台《长江保护法》,为长江治理更好走高质量发展道路提供了法治保障与指引。文章以《长江保护法》为例,探究当代法治下的水利高质量发展,用法治思维与方法维护长江流域生态保护,明确了长江流域的法律属性,从法治层面对长江保护定基调、立规矩,同时,也用法治创新了长江流域管理体制机制并设置了相应的法律责任。长江流域的水利发展还应抓紧完善长江保护配套制度、探索资金多元化投入机制、完善长江流域统筹协调机制。

Taking the Yangtze River Protection Law as an example,this paper explores the high-quality development of the water sector from a contemporary law-based perspective,defines the legal attributes of the Yangtze River Basin,and sets the tone and rules for the protection of the Yangtze River from a law-based perspective.It concludes that the development of the water sector in the Yangtze River Basin should focus on improving the supporting system of the protection of the Yangtze River Basin,explore the diversified investment mechanism of funds,and improve the overall coordination mechanism of the Yangtze River Basin.
