摘要
国务院办公厅《关于推进农业水价综合改革的意见》印发实施以来,全国各地积极推进农业水价综合改革,累计改革面积达5.5亿亩以上。伴随着乡村振兴和农业现代化的加快推进,农业水价综合改革面临诸多新形势、新要求,亟需顺应新趋势,聚焦重点难点问题,攻坚克难,有力推进改革工作。文章在重点分析农业水价综合改革仍面临的重点难点问题基础上,从政府和市场两手协同发力、建立符合新型农业经营主体特点和需求的农业水价形成机制、丰富农业水价综合改革参与主体等方面提出深化农业水价综合改革的政策建议。
Since the issuance and implementation of the Opinions of the General Office of the State Council on Promoting the Comprehensive Reform of Agriculture Water Prices,China have actively promoted the comprehensive reform of agriculture water prices,with a cumulative reform area of more than 550 million mu.With the acceleration of rural revitalization and agricultural modernization,the comprehensive reform of agriculture water prices is facing new situations and requirements.It is urgent to adapt to the new trend,focus on key and difficult problems,overcome difficulties,in order to promote reform work.This paper analyzes key and difficult problems facing the comprehensive reform of agriculture water prices.Then policy suggestions for deepening the comprehensive reform of agriculture water prices are put forward from the aspects of the coordinated efforts of the government and the market,the establishment of an agriculture water price formation mechanism that meets the characteristics and needs of new agricultural business entities,and the enrichment of the participants in the comprehensive reform of agriculture water prices.
