福建省农业水价综合改革经验及建议

Practice and suggestions of comprehensive reform of agricultural water price in Fujian Province

为了推进农业水价综合改革工作的开展,促进农田水利工程良性运行和农业节水减排,福建省根据本省实际情况,采取了一系列的措施,包括加强组织领导、制定年度计划、开展专题培训、试点先行先试、推广节水技术、配备计量设施等多项举措。文章总结了福建省农业水价综合改革工作的主要做法及在工程管护、用水管理、水价机制、奖补机制等方面的进展,分析改革过程中存在的问题,并提出建议,以期为下一阶段改革提供参考。

In order to promote the comprehensive reform of agricultural water price, enhance sound operation of farmland water projects and agricultural water conservation and emission reduction, Fujian Province has adopted a series of measures based on its actual situation, including strengthening organizational leadership, formulating annual plans, carrying out special training, piloting projects, promoting water-saving technologies, and installing metering facilities. This paper summarizes the main practices of the comprehensive reform of agricultural water price in Fujian Province and the progress made in major reform matters such as project management, water use management, water pricing mechanism, and reward and subsidy mechanism. Then it analyzes the problems existing in the reform process, and puts forward suggestions to provide reference for the next stage of reform.
