疫情影响下黑龙江省中小企业农业对外投资的困难与对策

Difficulties and Countermeasures of Agricultural Outward Investment by Small and Medium-sized Enterprises(SMEs)in Heilongjiang Province under the Infl uence of the COVID-19 Pandemic

在新冠疫情的持续影响下,黑龙江省农业对外投资面临着诸多风险和挑战。本文以黑龙江省52家中小农业对外投资企业为样本,将新冠疫情现状与企业投资情况相结合,分别从投资规模、投资金额、产出收益3个综合指标的变化分析新冠疫情对全省中小农业对外投资企业的影响以及带来的困难。基于此,本文提出了健全政策措施,激发农业走出去动力、完善财税支持与保险服务、鼓励企业创新发展跨境电商产品、简化境外农业合作相关审批手续等加快黑龙江省企业走出去发展的对策建议。

Under the continuous influence of the COVID-19 pandemic,agricultural outward investment in Heilongjiang Province is facing many risks and challenges.This paper takes 52 small and medium-sized agricultural outward investment enterprises in Heilongjiang Province as samples,combines the current situation of the COVID-19 pandemic with the investment of enterprises,and analyzes the impact of the pandemic on small and medium-sized agricultural outward investment enterprises in the province and the difficulties brought about by the changes of three comprehensive indicators,namely,investment scale,investment amount and output income,respectively.Based on this,this paper proposes countermeasures to accelerate the development of Heilongjiang enterprises and enterprises’going global,such as sound policies and measures to stimulate the motivation of agriculture to go global,improve financial and taxation support and insurance services,encourage enterprises to innovate and develop cross-border e-commerce products and simplify the approval procedures related to overseas agricultural cooperation.
