广州养老服务供给侧结构性改革及对海口借鉴

Supply-side Structural Reform of Elderly Care Service in Guangzhou and Its Reference to Haikou

本文对广州养老服务供给侧结构性改革进行实地调研,总结其改革前养老服务需求数量递增、分布不均匀、维度多层次的状况及改革后养老服务供给呈现的覆盖面广、专业性强、医养结合、公私合作的特点,经分析认为其改革经验借鉴至海口市具有可行性和重要意义。海口市养老服务供给侧结构性改革可从覆盖范围、信息技术、专业人才、医疗资源、政府支持等方面推进,打造全覆盖、智慧化、人才丰富、医疗便捷、公私合作的养老模式。

This paper conducts field research on the supply-side structural reform of elderly care service in Guangzhou,summarizes its pre-reform situation of increasing quantity,uneven distribution and multi-level dimensions of elderly care service demand and the post-reform characteristics of wide coverage,professionalism,medical and nursing integration,and public-private cooperation in elderly care service supply,and analyzes that its reform experience is feasible and important to be applied to Haikou City.The supply-side structural reform of elderly care service in Haikou can be promoted in terms of coverage,information technology,professional talents,medical resources,and government support to create elderly care models with full coverage,intelligence,abundant talents,convenient medical care and public-private cooperation.
