提升“双减”实效性的师德长效机制构建论析

Construction of the Long-term Mechanism on Teachers’ Morality to Improve the Effectiveness of “Double Reduction” Policy

摘要 “双减”的实质是提质,提质的关键在教师。“双减”政策的应势而为需要高质量的“四有”教师队伍作为支撑。这势必给教师职业能力提升和道德建设带来很多新的挑战,如教育观重构动摇初心使命;立德树人主体责任需要高尚师德;教学难度增强挑战学识素养;教育公平考验拳拳慈爱。师德作为驱动教师扎实践行立德树人根本任务的第一内驱动力,其长效机制构建成为化解以上挑战的关键锁钥。因此,通过增强师德长效机制的组织领导,强化监督警示,落实考评奖惩,延拓关怀范畴等措施,构建更加完善的师德长效机制对于提升“双减”政策的实效性具有重要意义。 The essence objective of“double reduction” policy is to improve the quality of education,which crucially depends on the teachers. The teaching faculty with faith,virtue,knowledge and kindness can provide a solid support to the implementation of“double reduction” policy. Currently,teachers are facing new challenges on both the vocational ability and moral cultivation. For example,the reconstruction of educational conception destabilizes teachers’ original mission. The responsibility of “moral education and talent cultivation” requires nobler morality of teachers. The increasement of teaching difficulty threats teacher’s knowledge accomplishment. The demand of education fair tests teachers’ kindness. Teachers’ morality is the first internal force to drive the process of implementing the fundamental mission of“moral education and talent cultivation”. The construction of the long-term mechanism on teachers’ morality is the key solver for the above challenges.Therefore,it is necessary to improve the organization and leadership,supervision and caution,examination and assessment,reward and punishment,as well as the range of care and concern. These measures are beneficial to construct a better long-term mechanism on teachers’ morality,which is significant to improve the effectiveness of “double reduction” policy.
