摘要
实现科技自立自强是事关中华民族伟大复兴战略全局的重大决策。高校作为国家战略科技力量的重要组成部分,在助力国家科技自立自强过程中应当发挥好“基础科学研究主力军”“重大科技突破策源地”“科技人才培养主阵地”三大关键性作用。为此,高校应从多个方面深化内部科研体制机制改革,包括:秉持内涵式发展理念,进一步完善科技创新人才培养体系;深入推进高校科研“放管服”改革,营造灵活、宽松、便利的科研环境;推动高校评价体系改革,涵养潜心治学、研育相济的高校科研创新文化;积极融入国际科技创新网络,不断增强在国际科研合作中的贡献度与影响力;深度融入科技创新新型举国体制,加快变革高校科研范式和组织模式。
Realizing self-reliance in science and technology is an essential decision that influences the overall situation of the great rejuvenation strategy of China.As an important part of the national strategic scientific and technological resources,higher education institutes(HEIs)should play three key roles in helping the national scientific and technological self-reliance:the main force of fundamental scientific research,the source of major scientific and technological breakthroughs,and the main campus of training scientific and technological talents.Therefore,HEIs should deepen the reform of internal scientific research system and mechanism from many aspects,including:adhering to the concept of connotative development and further improving the training system of scientific and technological innovative talents;deepening the“streamline administration,delegate power,strengthen regulation and improve services”reform of scientific research in HEIs and creating a flexible,relaxed,and convenient scientific research environment;promoting the reform of the evaluation system in HEIs and cultivating a culture of scientific research combined with research and education;actively integrating into the international scientific and technological innovation network and constantly enhancing its contribution and influence in international scientific research cooperation;and advancing the new national system of deep scientific and technological innovation and speeding up the transformation of scientific research paradigm and organizational model in HEIs.
