对中国特色社会主义进入新时代的正确判断,是开展新时代党的公安工作的首要前提,是新时代中国共产党建警治警的基本依据。新时代中国共产党建警治警的中心课题是:在新时代如何锻造一支对党忠诚、服务人民、执法公正、纪律严明的公安队伍。这一课题之所以能够成为中心课题,原因在于:从历史逻辑分析,这是我们党建警治警的主题;从理论逻辑分析,这是由公安机关性质、本质以及公安队伍职责使命决定的;从现实逻辑分析,这是对人民群众需求新变化及公安工作现状作出准确判断后得出的结论。解答好这一课题,必须坚持中国共产党领导,坚持以人民为中心的理念,坚持政治建警、改革强警、科技兴警、从严治警,落实从优待警措施。

The correct judgment of socialism with Chinese characteristics in a new era is the first precondition for carrying out the Party’s public security work in the new era and the basis for CPC’s building and managing police force.The central theme of such exposition is that how to forge a police force in new era which is loyal to the Party,serves the people,enforces laws impartially and is strict in discipline.There are three reasons why this topic can become the central topic.In the historical logic analysis,it is the theme of building and managing police force.In the theoretical logic analysis,it is the nature,essence public security organs and the tasks and missions of the police force.In the realistic logic analysis,it is a conclusion drawn on the basis of making an accurate judgment on the new changes in the needs of the people and the current situation of public security work.To resolve this theoretical theme,we must adhere to CPC’s leadership,stick to people-centered philosophy,insist on enhancing political loyalty in the police force,strengthening the force through reform,science and technology,administering the force strictly,implementing measures to give preferential treatment to the police.
