欧盟内部再边界化抗疫方式研究

Research on EU’s Internal Re-bordering Counter COVID-19

欧盟的正常运行以成员国间的去边界化为前提,但新冠肺炎疫情的暴发,却迫使欧盟开启再边界化实践。从抗疫与欧盟内部再边界化关系着手,提出新冠肺炎疫情背景下欧盟内部再边界化方式主要有恢复欧盟成员国间的边界管控,在欧盟内限制人员流动,在欧盟内部署警察、军队等安全力量维持防疫秩序以及广泛使用防疫通行证,并对欧盟内部再边界化进行深入思考。

The normal operation of the EU is is based on the premise of the debordering between member states.However,the outbreak of COVID-19 has forced the EU to start the practice of re-bordering.This article starts from the relationship between fighting against the epidemic and rebordering within the EU,and proposes the main ways of re-bordering the EU under the background of the epidemic:restoring border control between EU member states,restricting the flow of people within the EU,deploying security forces such as the police and the army to maintain the epidemic prevention order and ensure the widespread use of epidemic prevention passes,so to carry out in-depth thinking on the re-bordering of EU.
