我国国土空间数据治理存在的问题、研究进展及展望

Problems, Research Progress and Prospect of Land Space Data Governance in China

国土空间数据治理是对国土空间数据生命周期进行科学管理的一套治理理论方法,发展并完善其理论体系和技术方法对开发利用国土空间数据资产、推动区域空间治理具有重要理论和实践意义。在剖析治理工作存在的目录局限性、信息全局一致性等问题的基础上,从治理框架、治理模型、治理路径、参治要素、治理成效评价、治理安全等方面回顾了我国国土空间数据治理的研究进展;指出了当前研究在数据治理标准建设、治理要素参与、治理成效评价上研究的不足,同时,针对上述问题进行了对策分析;最后,对后续国土空间数据治理研究的重点方向和主要内容进行了展望和讨论。

Land space data governance is a set of governance theoretical methods for scientific management of land space data life cycle. The development and improvement of its theoretical system and technical methods have important theoretical and practical significance for the development and utilization of land space data assets and the promotion of regional spatial governance. Based on the analysis of the main problems existing in the current governance work, such as directory limitation and information global consistency, this paper reviews the research progress of land space data governance in China from the governance framework, governance model, governance path, governance elements, governance effectiveness evaluation, governance security and other aspects.The paper points out the shortcomings of current research on data governance standard construction, governance elements participation and governance effectiveness evaluation. At the same time, the paper analyzes the countermeasures. Finally, the future research directions and contents of land space data governance are discussed.
