摘要
在强化基层治理体系和治理能力现代化建设的大背景下,政务服务热线在归并整合过程中面临角色重新定位、功能拓展丰富等创新机遇和挑战。作为政务服务诉求主渠道,政务服务热线一端联结公共服务职能部门(机构),一端联结群众、企业,其鲜明的平台属性,使之成为基层治理共同体建设的重要介质、有序枢纽和技术支撑。从基层治理共同体视域下政务服务热线功能定位展开分析,对其体制机制建设提出对策建议。
Under the background of strengthening the modernization of grass-root management system and capability,government affairs service hotline faces challenges and pressures of repositioning,function expansion during the process of mergers and integration.As the main channel of appealing government affairs,government affairs service hotline connects public service departments(institutions)on one side,and the masses and enterprises on the other side.The distinctive feature of the platform makes it the significant media,ordered hub and technological support of the construction of a grass-root management community.Based on analysis of repositioning of functions of the government affairs service hotline from the perspective of the grass-root management community,countermeasures and suggestions to the mechanism construction are proposed in this paper.
