基于府际协同的长株潭城市群新型城镇化高质量发展研究

High-quality Development of New Urbanization in Changsha-Zhuzhou-Xiangtan Urban Agglomeration Based on Provincial Collaboration

长株潭城市群新型城镇化高质量发展是湖南“三高四新”战略的必然要求。构建长株潭新型城镇化高质量发展的评价指标体系,测度2011—2020年长株潭城市群新型城镇化发展质量,结果显示2011年以来长株潭城市群新型城镇化质量呈波动上升态势,存在人地不协调现象;从各子系统贡献看,经济发展质量贡献最大,自然环境质量贡献最小,社会发展质量和人口发展质量居中。长株潭城市群应围绕推进共同富裕、公共服务高质量发展、共同摆脱土地财政依赖及提升人力资本等四个方面建设新型城镇化高质量发展的府际协同机制。

The high-quality development of the new urbanization of the Changsha-Zhuzhou-Xiangtan urban agglomeration is an inevitable requirement of Hunan's"Three Highs and Four news"strategies.Build an evaluation index system for the high-quality development of new urbanization in the three cities,and measure the development quality of new urbanization in their urban agglomeration from 2011 to 2020.The results show that since 2011,the quality of new urbanization in Changsha,Zhuzhou and Xiangtan urban agglomeration has fluctuated and risen,and there is a disharmony between people and land.From the perspective of the contribution of each subsystem,economic development contributes the most,the natural environment contributes the least,and social and population development is in the middle.The city cluster of Changsha,Zhuzhou and Xiangtan should focus on four aspects,i.e.,common prosperity,high-quality development of public services,common elimination of financial dependence on land and improvement of human capital,in order to build a new provincial coordination mechanism for high-quality development of urbanization.
