城乡土地增减挂钩政策执行中的创新模式研究——以广西“河村模式”为例

Innovative Model in Implementing Policy of Linking Increase in Land Used for Urban Construction with Decrease in Land Used for Rural Construction——Taking“Hecun Model”in Guangxi for Example

城乡土地增减挂钩政策将城镇建设用地增加与农村闲置建设用地减少相挂钩,这既保证了耕地总量要求,又解决了城市建设用地匮乏的问题。广西河村在城乡土地增减挂钩政策执行中的模式创新,促进了乡村集体经济建设,进而实现了乡村可持续发展。通过案例分析探索土地增减挂钩政策在执行中的创新机制,即政策执行者充分利用与目标群体在互动过程中存在的“弹性空间”,将有助于实现乡村发展中政策执行的创新,进而改善政策执行的效果。

The policy of linking the increase in land used for urban construction with the decrease in land used for rural construction not only ensures the total amount requirement of arable land,but also solves the problem of lack of urban construction land.“Hecun model”in Guangxi demonstrates the innovative model in implementing the policy of linking the increase in land used for urban construction with the decrease in land used for rural construction,which has promoted the construction of rural collective economy,and achieved the case of sustainable development of rural areas.By exploring the innovative mechanism of implementing the policy of the increase with the decrease in land,this paper finds that the policy implementers make full use of the“flexible space”in the process of interaction with the target groups,which helps to realize the innovation of policy implementation in rural development and improve the results.
