Operational mechanisms and policy impacts of the Defense Innovation Board

目的:深入剖析美国国防创新领域典型智库“国防创新委员会”的运行情况及其提出的政策建议,为我国高端智库建设与发展提供借鉴与参考。方法:采用网络调查法、案例分析法等方法,对国防创新委员会的成立背景、发展现状、运行模式等进行剖析;以国防创新委员会公开发表的研究报告为样本,运用内容分析法研究其关注议题及政策倾向,结合部分建议采纳情况分析其政策影响。结果:国防创新委员会虽然仅仅成立6年,但在吸引民间智慧、服务美军建设方面发挥了巨大作用。成立以来,该委员会发布了上百项建议,其中约70%的建议正在落实。结论:我国在高端智库建设中可借鉴国防创新委员会的实践经验,面向未来开展前瞻性、储备性研究,构建更加灵活的用人机制,充分发挥全媒体矩阵的舆论引导作用,提高对高层决策的影响力。

Objective To provide reference for the construction and development of high-end think tanks in China by conducting an in-depth analysis of the operational mechanism and the recommendations provided by the National Defense Innovation Board(DIB),a typical think tank in the field of national defense innovation in the United States.Methods The background of establishment,development status and operational mode of the DIB was analyzed mainly by means of literature research,network investigation and case analysis;using the reports and recommendations issued by the DIB as samples,their concerns and policy tendencies were studied by conducting content analysis,and their policy impacts were analyzed based on the adoption of some recommendations.Results Although the DIB was established six years ago,it has played a significant role in attracting civilian wisdom and serving the U.S.military.Since its establishment,the DIB has issued about one hundred recommendations,about 70%of which are being implemented.Conclusion In the construction of high-end think tanks,China can learn from the DIB,conduct future-oriented and reserve research,build a more flexible employing mechanism,give full play to the role of the all-media matrix in public opinion guidance and improve the influence on policy-and decision-making.
