In-depth study of the birth,analysis framework and series of typical cases of the U.S.Department of Defense Office of Net Assessment was conducted.The analysis framework operational implementation and typical practices of the Office of Net Assessment were analyzed,which formed a systematic net assessment analysis framework and characteristics,revealing the promotion mechanism of the Office of Net Assessment in the U.S.national defense strategic innovation,so as to provide theoretical reference and practical enlightenment for the construction and development of China’s national defense decision-making consulting institutions.
