“双碳”目标下的土地利用碳平衡表编制初步探索

Preliminary exploration on the compilation of land use carbon balance sheet under the goal of"double carbon"

土地利用碳平衡表能够综合反映土地利用与碳中和的关系。本文采用资产负债表编制方法和文献收集法提出土地利用碳平衡表总体框架,并收集整理碳排放/碳吸收系数。结果表明:各地类土地面积与碳排放/碳吸收系数相乘可以得到各时期各类用地碳排放、碳汇情况,在此基础上可以形成完整的土地利用碳平衡表。土地利用碳平衡表可以方便地进行碳平衡和碳中和计算,有利于进行土地管理相关决策。我国“双碳”目标实现任重道远,自然资源领域可以从国土空间规划、增加生态系统碳汇、调整产业用地结构等手段促进“双碳”目标的实现。

The land use carbon balance table can comprehensively reflect the relationship between land use and carbon neutralization.In this paper,the balance sheet preparation method and literature collection method are used to put forward the general framework of land use carbon balance sheet,and collect and sort out the carbon emission and carbon absorption coefficient.The results show that:The carbon emission and carbon sink of various types of land in each period can be obtained by multiplying the land area and carbon emission/carbon absorption coefficient.On this basis,a complete land use carbon balance table can be formed.The land use carbon balance sheet can facilitate the calculation of carbon balance and carbon neutralization,and is conducive to the decisionmaking related to land management.China has a long way to go to achieve the"double carbon"goal.In the field of natural resources,the realization of the"double carbon"goal can be promoted from the perspectives of land spatial planning,increasing ecosystem carbon sink,adjusting industrial land structure and so on.
