省级国土空间规划中的空间布局特点分析

Analysis on spatial layout characteristics in provincial territorial space planning

本文基于已公开的28个省(区、市)的国土空间规划材料,对其中的空间布局特点进行系统分析和梳理,形成了一定思考与认识。研究表明,省级国土空间规划中的空间布局遵循国家战略部署的统一要求,以“三区”为主体进行布局,划定“三线”等各类管控边界,推动落实各方面发展目标任务的空间落位;同时也坚持因地制宜,体现出了一定的地域特色。研究认为,在各级国土空间规划编制推进中,一是辩证地认识保护与发展,严守空间底线;二是立足宏观布局要求,突出地域特色;三是客观把握物理分割,推进空间融合;四是摆脱行政界限束缚,强化空间合作。

Based on the published spatial planning information of 28 provinces(autonomous regions and municipalities),this paper systematically analyzes and combs the characteristics of spatial layout,and forms some thoughts.The research shows that the spatial layout in provincial territorial spatial planning follows the unified requirements of national strategic deployment and policy documents,and takes the"three districts"as the main body,demarcates the"three lines"and other control boundaries,and promotes the spatial positioning of the implementation of development goals and tasks in various aspects.At the same time,it also insists on adapting measures to local conditions,reflecting a certain regional characteristics.The study concludes that in the formulation and promotion of territorial space planning at all levels,first,we should have a dialectical understanding of protection and development and strictly observe the bottom line of space;Second,based on the macro layout requirements,highlight the regional characteristics;Third,objectively grasp physical segmentation and promote spatial integration;Fourth,get rid of administrative boundaries and strengthen space cooperation.
