基于资源环境承载力的京津冀城市群发展绩效测度

Development Performance Measurement of Beijing-Tianjin-Hebei Urban Agglomeration Based on Resource and Environmental Carrying Capacity

文章从资源环境承载力的角度分析了京津冀城市群经济社会发展绩效,主要选取京津冀城市群13个城市2010—2020年的指标数据,运用熵值法和综合指数构建了评价指标体系,从横向和纵向两个维度进行了比较分析。结果表明:(1)北京、天津作为京津冀城市群的核心城市,经济社会发展水平远高于河北省其他城市,但资源环境承载力并不能与经济社会发展绩效相匹配。因此,京津冀协同发展对提升北京、天津发展质量,推动城市群的协同可持续发展具有重要意义。(2)京津冀城市群河北省各城市经济社会发展不平衡,资源承载力存在差距。(3)在未来的发展中,应从资源环境承载力的角度,从顶层设计和市场配置资源的角度,推动京津冀城市群要素资源的合理流动,优化产业结构及产业布局,实现经济社会的高质量发展。

This paper analyzes the economic and social development performance of the Beijing-Tianjin-Hebei urban agglomeration from the perspective of resource and environmental carrying capacity.It mainly selects the index data of 13 cities in the Beijing-Tianjin-Hebei urban agglomeration from 2010 to 2020,and uses the entropy method and comprehensive index to construct an evaluation index system,and also makes a comparative analysis from horizontal and vertical dimensions.The results are as follows:(1)As the core city of Beijing-Tianjin-Hebei urban agglomeration,the economic and social development level of Beijing and Tianjin is much higher than that of other cities in Hebei Province,but the resource and environmental carrying capacity cannot match the performance of economic and social development.Therefore,the coordinated development of Beijing-Tianjin-Hebei is of great significance to improving the development quality of Beijing and Tianjin and promoting the coordinated and sustainable development of urban agglomeration.(2)The economic and social development of cities of Hebei Province in Beijing-Tianjin-Hebei Urban Agglomeration is unbalanced,and there is a gap in resource carrying capacity.(3)In the future development,we should promote the rational flow of factor resources of Beijing-Tianjin-Hebei urban agglomeration,optimize the industrial structure and industrial layout,and achieve high-quality economic and social development from the perspective of resource and environmental carrying capacity,top-level design and market allocation of resources.
