新时代国家开放大学内部治理结构的生态优化

An Ecological Optimization of Internal Governance Structure for the Open University of China in the New Era

当今世界,大学治理已成为现代高校教育理论、政策、法律和制度研究中的时代重大课题。完善大学治理结构是新时代我国大学制度建设的根本任务。国家开放大学作为服务全民学习、终身学习的新型高等学校,其治理结构尤为复杂。从生态学、教育学、管理学和法学的“生态善治”融合视角,界定国家开放大学治理结构的内涵,分析国外开放大学治理模式和经验,思考新时代国家开放大学治理的特色发展战略定位,进而提出国家开放大学办学体系在办学理念、目标和价值大体一致前提下,其内部治理结构应全方位生态优化,实行党委领导下的校长负责制,采取行政学术两权分立,行政权力和学术权力并重互衡的治理模式,倡导“民主治校、教授治学”的管理体制,践行“统一治理、分工负责”的治理标准体系,办一所让人民满意的世界一流开放大学。

Nowadays, university governance has become an important topic in theory, policy, law and system researches of higher education. For our universities, improving governance structure is the fundamental task of system construction in the new era. Of all universities, the Open University of China(OU), as a new type to promote all the people to study and serve the lifelong learning, has a particularly complex governance structure. From the perspectives of ecology, pedagogy, management and law, this study defines the connotation of OU’s governance structure, analyzes foreign models and experiences, reflects on the strategic positioning for OUs to form distinct characteristics. Then, based on the general consistency of school-running concepts, objectives and value, the study puts forward four measures for the all-round ecological optimization of OU’s internal governance structures.Measures include insisting principal responsibility system under the leadership of the Party committee, implementing the separation of administrative and academic powers, advocating democratic management and professor governance, and practicing governance standard system of the unified governance and the division of labor with individual responsibility.
