加强河湖安全保护协作 共同保障国家水安全——《关于加强河湖安全保护工作的意见》解读

Strengthen cooperation for river-lake conservation and safety to guaranteenational water security——interpretation of Opinions on Strengthening Safety and Protection of Rivers and Lakes

近日,水利部与公安部联合印发《关于加强河湖安全保护工作的意见》,明确提出加强防洪安全保障、水资源水生态水环境保护、河道采砂秩序维护、重点水利工程安全保卫、水行政执法安全保障等五项重点任务,建立健全联席会议、水行政执法与刑事司法衔接、流域安全保护协同等三项机制,全面加强水利部门和公安机关的执法协同协作,对于提升水行政执法效能、强化河湖保护、全面提升国家水安全保障能力具有重要意义。

Recently,the Ministry of Water Resources and the Ministry of Public Security jointly issued the Opinions on Strengthening the Safety Protection of Rivers and Lakes,which clearly put forward five key tasks of safeguarding security of flood control,protection of water resources,ecology and environment,keeping river sand mining in order,ensuring safety of key water resources projects and enforcement of water administrative laws and regulations.It also stipulates three mechanisms including joint meetings,linking water administrative law enforcement with criminal justice,and coordinating river basin safety protection.Coordination between departments of water and public security is of great significance to increase efficiency of law enforcement,protection of rivers and lakes,and overall enhancement of capacity for national water security.
