四川省水资源总量相对丰富,但是时空分布不均,用水结构和效率有待优化,水资源节约集约利用现实需求迫切。“十四五”以来,四川水利明确“3226”高质量发展思路,把水资源节约集约放在优先发展战略地位,在制度建设、能力提升、市场机制等方面多点发力,水资源要素的统筹调配能力逐步增强。立足新发展阶段,贯彻新发展理念,四川将持续实施水资源节约集约战略,推进水资源要素保障能力“上台阶”。

Sichuan Province is relatively rich in total amount of water resources which is unevenly distributed in time and space.It needs to optimize the structure and efficiency of water use for economical and intensive utilization.Since the“14th Five-Year Plan”,the concept of high-quality development is clearly defined by provincial water department,by giving priority to conservation.Efforts have been made in the aspects of system construction,capacity building and introduction of market mechanism.The capabilities of water allocation and regulation have gradually increased.Based on the needs of implementing new development concept in the new age,Sichuan will continue to carry out strategy of water resource conservation and intensification,so as to enhance the ability of safeguarding water resource elements.
