对水利管理市场主体的分析与思考

摘要 市场主体是发挥市场机制作用的载体。摸清水利管理市场主体基本情况,是激发各类市场主体参与水利管理活力的基础,对于落实“两手发力”要求、推动有效市场和有为政府更好结合具有现实意义。对水利管理市场主体规模、区域分布、主体性质和企业法人情况进行了统计分析,结果显示:截至2019年年底,从事水利管理的法人共22772个,与实际需求相比仍存在一定差距;水利管理的事业法人占比高达68%,政府在水利管理中仍占主导;水利管理法人区域分布不均衡,与水利基础设施的空间分布存在一定的错配现象。 The market entity is carrier of market mechanism.Finding out the basic situation of water management market entities is the basis for stimulating the vitality of various market players to participate in water management.It is of practical significance for implementing the requirements of“two hands”and promoting the better combination of effective market and promising government.The paper makes a statistical analysis on the water management market entity size,regional distribution,nature and enterprise legal persons.Results show that by the end of 2019,there are 22772 legal persons engaged in water management,which still lags behind the actual demand;The percentage of institutional legal persons is as high as 68%,and the government still plays a leading role in water management;The regional distribution of water management legal person is uneven,and there is a certain mismatch with the spatial distribution of water conservancy infrastructure.
