以河长制为抓手创新位山灌区河渠治理的实践与思考

Practices and thoughts to innovation of river and canal management in the Weishan irrigation districts by taking river chief system as the key measure

山东位山灌区工程设施点多、线长、面广,一直以来渠道岸线“四乱”问题、水污染问题等突出。全面推行河湖长制以来,位山灌区创新实施渠长制,建立网格化队伍,常态开展“水政+公安+基层站所”联合执法,探索实施“灌区+公安+检察+法院”水行政执法与司法协作机制,加强生态修复与改善,打造了“渠畅、水净、堤平、岸绿、道坦、景美、人和”美丽幸福河渠,为其他灌区的幸福河渠建设提供经验借鉴。

Weishan Irrigation District in Shandong Province has a large number of engineering facilities and long and widely-distributed water systems. However, the canal system has long been affected by “illegal occupation,construction, abstraction and waste dumpling”, resulting in serious water pollution. Since the implementation of riverlake chief system, Weishan Irrigation District started to implement canal chief system and established a team to conduct joint inspection on a regular basis, which is formed by“water administrative department + public security + local water stations”. A law enforcement and judicial cooperation mechanism of“irrigation district + public security + procuratorial +court”is set up, in order to reach harmony between people and nature through ecological restoration and improvement,beautifying rivers and canals, and recovering canals with flowing and clean water, consolidating levees with green banks, and decorating road with beautiful sceneries. Their experiences shall be valuable for the construction of happy river and canal in other irrigation districts.
