摘要 充分利用卫星遥感监测手段与高分辨率遥感影像数据,构建以天空地一体化监测、大数据挖掘与人工智能分析、信息化与辅助决策为特点的河湖长制管理信息系统,解决河湖长制河道管理、非法采砂、大范围水污染等监管难问题,实现河流全流域、大范围、持续性监管,并基于大数据平台与管理系统,实现河湖长制发现与解决问题快速化、绩效考核精准化、管理精细化、决策智能化。 Making full use of satellite remote sensing monitoring and high-resolution remote sensing image data,build a river and lake chief system management information system with the characteristics of sky-space-ground integrated monitoring,big data mining and artificial intelligence analysis,informatization and auxiliary decision-making,to solve the regulatory problems of river management,illegal sand mining,large-scale water pollution,etc.in river and lake system,and achieve the goal of whole basin wide,large-scale and continuous regulation.And based on the big data platform and management system,realize the river chief system with the characteristics of finding and solving problems quickly,accurate performance assessment,detailed management and intelligent decision-making.
