摘要
运用耦合协同评估、交叉效率评估与动态窗口分析,从经济、社会与生态维度考察了2013-2018年京津冀及周边地区(2+26+3市)的大气污染治理情况。结果显示:三个系统之间具有强劲的嵌套型互动关系,但和谐程度低;各系统均存在着显著的阶梯性差距,且大部分地区处于低层级,导致负外溢效应大于正外部性影响;综合治理的“三阶段”排名格局较稳定,各地区在不同评估窗口的绩效有增有减,但整体呈下降态势。对此,需立足于“三线一单”,提升多系统耦合协同水平;优化环保利益差核算与转移支付/补偿机制,以专项责任目标引导多中心、多层级、多梯队的“地域+领域”联防协作;拓展环境绩效维度、调减经济指标权重、健全数字化治理、严格终身追责等,以完善地区全面发展效益考核体系,强化结果应用的奖惩效力。
Through the coupling collaborative evaluation, cross-efficiency evaluation and dynamic window analysis, the air pollution control situation in Beijing-Tianjin-Hebei and surrounding areas(2+26+3 cities) from 2013 to 2018 was explored from the economic, social and ecological dimensions. This paper obtains the following findings: there is a strong nested interaction among the three systems, but the degree of harmony is low;each system has a significant ladder gap, and most of the regions are at the low level, resulting in negative spillover effects greater than positive externalities;the “three-stage” ranking pattern of comprehensive governance is relatively stable, and the performance of various regions in different evaluation windows has increased or decreased, but the overall trend is declining. Therefore, it’s necessary to improve the coupling and collaborative level of multi-system based on “three lines and one order”;to optimize the accounting and transfer payment/compensation mechanism for environmental protection benefit differences, and guide the joint defense cooperation of multi centers, multi levels and multi echelons “regional+field” joint defense cooperation with the special responsibility targets;to expand the environmental performance dimension, reduce the weight of economic indicators, digital governance and strict lifelong accountability, so as to improve the regional comprehensive development benefit assessment system, strengthen the reward and punishment effect of the application of results.
