摘要
在政府部门因级别、权力、资源等而呈现出部门分野的现实情境下,部门差异对政策执行及其结果有着重要影响。以往关于政策执行偏差的研究没有对部门差异性给予足够的关注,缺乏对不同类型部门政策执行方式和策略的深入分析。社保卡发行是一项在多层级、跨部门体制情境中进行的长期性工作,过程中出现了执行部门只关注社保卡发卡量而忽视社保卡功能应用的明显偏差。为了解释社保卡政策执行偏差产生的多重逻辑,以Y市为案例进行定性研究,建立了一个由组织身份、组织内部关系和组织外部技术环境所构成的分析框架。该框架为揭示部门差异性如何导致执行偏差提供了有效的解释路径,丰富了我国政策执行偏差研究的理论视角。
Under the realistic situation that the government departments vary in terms of administrative status, power and resources, department differences have an important impact on policy implementations and its results. In the previous research on policy implementation deviation, insufficient attention has been paid to the differences between departments, and there is a lack of in-depth analysis of the methods and strategies of policy implementation by different types of departments.Social security card issuance is a long-term policy implementation in the context of multi-level and cross departmental system. There is an obvious deviation that the executive department only pays attention to the issuance of social security cards and ignores their functional application.In order to explain the multiple logic of social security card policy implementation deviation, this paper takes Y City as a case for qualitative research, and establishes an analysis framework composed of organizational identity, internal relations and external technical environment. This framework provides an effective explanation path for revealing how departmental differences lead to implementation deviation, and enriches the theoretical perspective of policy implementation deviation research in China.
