摘要
城市公共安全治理是我国全面建成小康社会、迈向城市治理现代化的重要议题。大数据作为新一代信息技术的典型代表,为城市公共安全“事前”“事中”“事后”的全流程治理带来新思路。当前将大数据大规模应用于城市公共安全治理实践面临以下几方面的挑战:(1)需要突破“数据孤岛”问题;(2)解决数据存储和结构化问题;(3)为数据安全问题做好准备;(4)需要进一步增强数据挖掘能力。基于此,文章最后提出促进大数据技术应用于城市公共安全治理的政策建议。
Urban public safety governance is an important issue for China to build a moderately prosperous society in all respects and move towards urban governance modernization. As a typical representative of a new genera⁃ tion of information technology, Big Data has brought new ideas for the whole-process governance of “pre-event”, “in-event” and “after-event” of urban public safety. In addition, to apply Big Data technology in urban public safety governance practices in large-scale faces the following challenges: (1) Need to break through the “data is-land” problem;(2) solve the problem of data storage and structuration;(3) prepare for data security issues;and (4) need to further enhance data mining capabilities. Finally, this paper puts forward some policy recommendations to promote the application of Big Data technology to urban public safety governance.
