Research on the Optimization Path of High-level Talent Introduction in Hezhou City Under the Background of the Construction of Dongrong

对全力东融背景下贺州市高层次人才引进进行探讨发现,其高层次人才引进工作取得了一定成效,提质增优效果明显。其能够以柔性引才带动“飞地经济”发展,能够以“人才飞地”促进产业转化,能够以双招双引驱动促进成果迁移。总结了全力东融背景下贺州市高层次人才引进工作存在的问题:部分产业的高层次人才引进情况不理想,人才引进链条未形成闭环,高层次人才引进的精准性还需要加强,人才策略实施的相关主体未形成合力。提出了全力东融背景下贺州市高层次人才引进的优化路径:深化改革,创新机制,上下联动,形成合力;系统培育,科学用人,使人才链条形成闭环;优化环境,加强交流,吹响高层次人才集结的号角;以产聚才,以才促产,实现产才融合。为加快推进贺州市高层次人才引进工作,要坚持聚焦东融,为高层次人才的高质量引、育、用、留提供强有力的政策支持。

The study explores the introduction of high-level personnel in Hezhou City under the background of the construction of Dongrong.There are some achievements,i.e.the effect of quality is improved obviously,“enclave economy”development can be brought by flexibility of talent introduction,“talent enclave”can be used to promote industry transformation,achievement migration can be promoted by double recruit double lead drive.The study summarizes the problems in high-level talent introduction in Hezhou City under the background of the construction of Dongrong,i.e.the introduction situation of high-level talent introduction of some industries is not perfect,closed loop isn’t formed in talent introduction,the accuracy of high-level talent introduction needs to be improved,the resultant force of related bodies is not formed.The optimization pathway of high-level talent introduction under the background of the construction of Dongrong is proposed,i.e.to deepen reform,innovate mechanism,coordinate,form resultant force;cultivate systematically,employ people scientifically,form close-loop of talent chain;optimize environment,strengthen communication;cultivate people with industry,promote industry by talents,and integrate industry and talents.In order to promote high-level talent introduction in Hezhou City,it is necessary to pay attention to the construction of Dongrong,provide strong political support for the introduction,education,utilization and stability of high-level talents.
