基于熵权TOPSIS-RSR法的四川省三级妇幼保健机构中医服务能力综合评价

Comprehensive Evaluation of Chinese Medicine Service Capacity among Tertiary Maternal and Child Health Institutions Based on Entropy Weight TOPSIS-RSR Method

目的对四川省三级妇幼保健机构中医服务能力进行综合评价,为相关政策制定提供依据。方法采用熵权TOPSIS-RSR法对2020年四川省37所三级妇幼保健机构的中医服务能力进行综合评价。结果四川省三级妇幼保健机构中医服务能力可分为三挡,其中6所机构中医服务能力较好,5所机构中医服务能力较差,其余26所机构能力中等,评价结果与机构实际基本相符。结论四川省三级妇幼保健机构的中医服务能力存在差异,整体中医服务水平亟待提升。建议加强省级层面的政策引导,加大相关基础设施建设和人才投入,并依据各机构能力层次采取针对性措施。

Objective To comprehensive evaluation Chinese medicine service capacity among tertiary maternal and child health institutions in Sichuan,and to provide evidence for relevant policy making.Methods The entropy weight TOPSIS-RSR method was used to comprehensively evaluate the Chinese medicine service capacity of 37 tertiary maternal and child health institutions in Sichuan Province in 2020.Results Chinese medicine service level of tertiary maternal and child health institutions in Sichuan were divided into three levels,among which 6 institutions had good service ability,5 institutions had poor service ability,and the remaining 26 institutions had medium ability.The evaluation results were almost consistent with the actual situation.Conclusion The Chinese medicine service capacity of the tertiary maternal and child health institutions in Sichuan Province is different,and the overall service level needs to be improved urgently.It is suggested to strengthen policy guidance at the provincial level,increase investment in infrastructure and human resources,and take targeted measures according to capacity levels of each institution.
