High Quality Development of PPP Model of Sports Tourism Industry

为推动体育旅游产业PPP模式的高质量发展,运用文献资料查阅、问卷调查、德尔菲等研究方法,厘析体育旅游产业PPP模式高质量发展过程中的优势、劣势、机会、威胁,在此基础上建构SWOT-AHP模型进行定量分析,继而廓清助力其高质量发展的路径选择。结论:体育旅游产业PPP模式高质量发展的选择应着重落脚于优势和机遇维度,并正视威胁、统筹优势和机遇补足劣势短板。建议通过构造“政府-社会”对接型激励机制、完善监督评估体制、强化风险防范能力、打造“投融资-设计建造-运营管理”良性系统等措施,持续推进体育旅游产业PPP模式高质量发展进程,为建设体育旅游新发展格局权作抛砖引玉之举。

In order to promote the high-quality development of PPP mode in sports tourism industry,this paper analyzes the advantages,disadvantages,opportunities and threats in the process of high-quality development of PPP mode in sports tourism industry by using the methods of literature review,questionnaire survey and Delphi.On this basis,the SWOT-AHP model is constructed for quantitative analysis,and then the path selection of high-quality development is clarified.The study suggests that the choice of high-quality development of PPP mode in sports tourism industry should focus on the advantages and opportunities of dimensions,and faces up to threats,co-ordinate advantages and opportunities to supplement weaknesses.It is suggested to continue to promote the high-quality development process of the PPP model in the sports tourism industry by constructing the government-society docking incentive mechanism,improving the supervision and evaluation system,strengthening the risk prevention ability,and creating a benign system of investment and financing,design and construction,operation and management,so as to make a contribution to the construction of the new development pattern of sports tourism.
