2020年我国省级、新疆生产建设兵团及计划单列市疾病预防控制中心学术及伦理委员会建设情况

Construction and management of academic and ethics committees in 37 CDCs in China in 2020

目的了解我国省级、新疆生产建设兵团及计划单列市疾病预防控制中心(Centers for Disease Control and Prevention,CDC)的学术委员会、伦理委员会的机构建设和管理情况,并针对当前存在的问题提出相应的对策。方法采用问卷调查方法,对2020年疾控中心的基本情况、学术委员会建设、伦理委员会建设、伦理审查情况、科研诚信与伦理制度建立以及培训情况进行调查。结果91.89%CDC成立了学术委员会,仅8.11%配套学术委员会管理经费;94.59%成立了伦理委员会,仅17.14%配套伦理审查工作经费。东部地区学术委员会和伦理委员会委员的学历较中西部高(χ^(2)=33.32、12.88;均P<0.01),专业领域存在差异(P<0.01)。结论我国37家CDC学术伦理建设较为健全,委员构成存在地区差异,建议进一步保障专项经费支持、完善制度建设、加强定期培训。

Objective To understand the construction and management of academic and ethic committees in 36 provincial level CDCs and CDCs in cities under separate state planning as well as Xinjiang Production and Construction Corp,and to provide corresponding solutions for the existing problems.Methods A cross-sectional questionnaire survey was conducted to collect basic information and information of academic committee construction,ethics committee construction,ethics review,scientific research integrity,ethics system establishment and training of CDCs in the year of 2020.Results 91.89%of the CDCs established academic committees,of which only 8.11%had the supporting funds for academic committee management.94.59%established ethics committees,of which just 17.14%had the funds for supporting ethical review.Members of academic committees and ethics committees in the Eastern region had higher education level than those in the Western and Central regions(χ^(2)=33.32,12.88,P<0.01),and the difference in the professional field was also significant(P<0.01).Conclusions The construction of academic and ethics committees among 37 CDCs in China is relatively satisfied.It is suggested to ensure the special funds,improve the construction of management regulations and enhance regular training for the committees.
