四川省水土资源空间优化配置与绿色发展模式研究

Study on spatial optimal allocation and green development mode of water and soil resources in Sichuan Province

四川省是长江上游重要的生态屏障和水源涵养地,实现水土资源的可持续利用,确保生态环境安全在整个长江流域乃至全国生态安全保障中都具有十分重要的战略地位。采用文献资料法、综合分析法、理论分析与实证研究相结合,系统阐述了中国空间规划的发展历程、重要地位与国土空间治理作用机理,以空间规划理论和资源环境承载能力为基础,研究提出了四川省水土资源空间优化配置与绿色发展模式。研究结果表明,在资源开发利用中要把节约资源放在首位,推动水土资源利用方式由粗放低效向节约集约转变,生态安全型土地利用模式和确保水资源安全与区域协调发展模式是四川省水土资源空间优化配置与绿色发展的模式选择。

Sichuan Province is an important ecological barrier and water conservation area in the upper reaches of the Yangtze River,realizing sustainable utilization of water and soil resources and ensuring ecological environment safety plays a very important strategic position in the whole Yangtze River basin and even the national ecological security.By the method of documentation,comprehensive analysis,theoretical analysis and empirical research,the combination of system elaborated the development of China s space program,the important position and national spatial governance mechanism,according to the theory of spatial planning and the basis of the resources and environment carrying capacity,the research puts forward the optimal allocation of water and soil resources in Sichuan Province space and green development pattern.Research results show that in resources development and utilization to give top priority to save resources,promote water and soil resource utilization way from the extensive inefficient to economical and intensive,ecological and safe land use patterns and to ensure the security of water resources and the regional coordinated development pattern is soil and water resources optimal allocation of space in Sichuan Province and the green development pattern choice.
