老年教育法治化建设是老年教育高质量发展的重要指标,同时也是老年教育高质量发展的制度保障。新时期老年教育发展成就显著,但依然面临老年教育的对象需求多元化、环境复杂化、机构松散化、内容碎片化等诸多挑战。高质量发展话语下推进老年教育法治化,理念上应形成积极老龄化的法治支持,机制上应明确老年教育社会协同权责,内容上应构建分层多维老年教育内容体系。站在新征程历史起点,我们应从改善老年教育法治环境、完善老年教育法治体系、凸显老年教育激励性政策工具、明晰政府购买教育服务法治机制等路径,推进老年教育法治化进程,实现老年教育高质量发展,为实施积极应对人口老龄化战略贡献教育力量。

The legalization construction of the elderly education is an important indicator of its high-quality development,as well as the system guarantee of its high-quality development.The development of the elderly education in the new era has made re-markable achievements,but it still faces many challenges,such as diversified target needs,complicated environment,fragmented institutions and fragmented content.In order to promote the legalization of the elderly education under the discourse of high-quality development,the legal support for active aging should be formed in concept,the rights and responsibilities of social coordination in the elderly education should be clearly defined in mechanism,and the hierarchical and multi-dimensional content system of the elderly education should be built in content.Standing at the historical starting point of the new journey,we should improve the legal environment of the elderly education,perfect its legal system,highlight its incentive policy tools,clarify the legal mechanism of government purchasing education services,in order to promote the process of legalization,realize the high-quality development of the elderly education,and contribute education to the implementation strategy of actively responding to the aging population.
