综合行政执法改革政策执行是改革任务推进的过程,也是将制度优势转化为治理效能的过程,既体现了机构重组、职责整合和编制人员划转,又体现了改革政策的中央统筹与地方分级推进、顶层政策口径与基层政策操作创新的有机衔接。综合行政执法改革涉及编制管理的历史承袭性、职责调整的现实动态性和机构人员划转的利益复杂性,任何单维度研究都容易导致结论的片面性,而从政策口径、编制管理、改革赋能、法治保障四重维度来审视综合行政执法改革的政策执行过程,是对改革中现实问题的有力解释和改革政策执行的学理阐释与学术空间的拓展。理解和优化综合行政执法改革的深入推进过程,必须坚持政治逻辑与组织逻辑、历史逻辑与利益逻辑、宏观体制与微观机制相统一,贯彻以人民为中心的改革价值取向,明晰规范政策口径,以“讲政治”的站位来推进改革政策的全面有力执行,并注重政策的基层创新和系统集成,用改革的思维来解决改革过程中产生的新问题。

The implementation of the comprehensive administrative enforcement reform policy is the process of advancing the reform tasks and transforming the advantages of the system into governance effectiveness,reflecting not only the reorganisation of institutions,integration of responsibilities and transfer of permanent staff,but also the cooperation between the central government co-ordinating and the local carrying forward the reform policy,the top-levels order in policy and grassroots’operational innovation.The comprehensive administrative enforcement reform involves the historical inheritance of managing permanent staff,the realistic dynamics of duty adjustment and the complexity of interests in the transfer of agency personnel.Any single-dimensional study will easily lead to one-sided conclusions.Examining the policy implementation from the four dimensions,namely,top-level’s order in policy,managing permanent staff,reform empowerment and legal guarantee is a powerful explanation of the real problems in the reform and an expansion of the interpretation of the reform policy implementation.To understand and optimise the in-depth promotion of comprehensive administrative enforcement reform,it is necessary to adhere to the unity of political logic and organisational logic,historical logic and interest logic,macro system and micro mechanism,implement the people-centred reform value orientation,clarify and standardise the order of policies,promote the full and strong implementation of reform policies with a“political”standpoint,and focus on grassroots innovation and system integration of policies,and use reform thinking to solve new problems arising in the reform process.
