网络空间是人类物理空间在虚拟空间的自然延伸,已成为国际舆论策源与发酵的最前沿阵地。立足网络空间这一国际意识形态角逐的第一场域,建构同我国国际地位相称的话语权是破解西方媒体舆论的网络构陷、推动构建网络空间命运共同体、维系网络空间国际秩序平衡的应有之义。要以提高国际传播影响力、中华文化感召力、中国形象亲和力、中国话语说服力、国际舆论引导力为战略方向,以稳步提升综合国力夯实话语权根基、挖掘各国共同利益扩大国际朋友圈、改进国际传播工作把控网络舆论风向、依靠“数据”“算法”实现数字化平台的智能式推送为实践路径,加快推进中国网络空间国际话语权之建构。

Cyberspace is the natural extension of human physical space in the virtual space,and has become the forefront of the source of international public opinion and fermentation.Based on cyberspace,the first field of international ideological competition,the construction of a discourse power commensurate with China’s international status is necessary to break the network structure of western media and public opinion,promote the construction of a community with a shared future in cyberspace,and maintain the balance of the international order in cyberspace.To improve the international communication influence,Chinese culture charisma,Chinese image affinity,Chinese discourse persuasive,international public opinion guide force as the strategic direction,to steadily improve comprehensive national power consolidate power foundation,mining the common interests to expand international circle of friends,improve international communication work control network public opinion direction,rely on the“data”“algorithm”to realize the digital platform of intelligent push for practice path,accelerate the construction of the cyberspace international voice in China.
