城市蔓延中大都市郊区基层社会的秩序生成与维护--基于非组织化利益共同体的分析视角

Order Generation and Maintenance of Grass-roots Society in Metropolitan Suburbs in Urban Sprawl--From the Perspective of Non-systematization Community of Interests

在社会治理中存在着非组织化利益共同体,它是一种基于共同利益而形成、具有非组织化特征、能够承当秩序供给者角色的治理主体,其合法性源于利益相关者的接纳和认可,权力来源于共同体成员的权利转让和在治理实践中获得的认同,并据此建构基层微权力。城市蔓延过程中,大都市郊区的空间不断扩大,原有的社会关系网络、叙事规则和秩序供给体系被解构,但因组织化秩序供给主体的缺位而未得到有效的建构。非组织化利益共同体通过行使微权力对基层社会进行权力嵌入和权利供给,重构基层社会叙事规则、社会关系网络、社会叙事空间和秩序供给逻辑,进而推动基层社会秩序生成。同时非组织化利益共同体通过塑造治理权威、加强与政治性治理主体的利益勾连、强化自身的秩序供给合法性、增强对社会资源的运用能力等措施,来维护大都市郊区的基层社会秩序。

There exists a non-systematization community of interests in social governance.It is a non-systematization governance subject which is based on common interests,with non-systematization characteristics and act as a supplier of social order.Its legitimacy comes from the acceptance and recognition of stakeholders,its power comes from the transfer of community members’rights and the recognition in governance practice.On this basis,the micro-power of grass-roots society is constructed.In the process of urban sprawl,the scope of metropolitan suburbs has been expanding,the original social relations network,narrative rules and order supply system have been deconstructed.However,due to the lack of organized order supply subject,they have not been constructed effectively.Non-systematization community of interests can embed power and supply rights to grass-roots society by exercising micro-power,thus reconstructing the narrative rules,social relations network,social narrative space and order supply logic at the grass-roots level,and ultimately promoting the formation of social order at the grass-roots society.At the same time,the grass-roots social order in the metropolitan suburbs can be maintained by shaping the governance authority,strengthening the interest relationship with the subject of political governance,strengthening the legitimacy of its order supply,and enhancing the ability to use social resources.
