Fusion and Sharing:Research on the Problems and the Development Paths of Organized Scientific Research

高水平研究型大学、科研院所、科技领军企业是国家战略科技力量的重要主体,应面向国家需求,发挥多主体协同优势,推进有组织科研,持续强化国家战略科技力量。针对研究选题沟通不畅、科技资源分配有待优化等有组织科研存在的共性问题,提出有效推进有组织科研的路径:优化顶层设计,聚焦科技创新“四个面向”;统筹资源配置,给予重大科技攻关项目长期稳定的支持;构建灵活的组织模式,促进多主体深度融合;完善组织运行机制,营造包容共享的科研环境。

High-level research universities,scientific research institutes and leading enterprises in science and technology as important subjects of national strategic scientific and technological forces should face the needs of the country and give play to the advantages of multi-agent cooperation to promote organized scientific research and continuously strengthen the national strategic capacity in science and technology.In view of common problems faced by organized scientific research,such as:research chosen topics are poorly communicated,the allocation of scientific and technological resources needs to be optimized,and so on,the paths to effectively promote organized scientific research are put forward:optimizing the top-level design and focusing on the“four orientations”of scientific and technological innovation;overall planning resource allocation and providing long-term and stable support for major scientific and technological research projects;building a flexible organizational model to promote the deep integration of multi-agent;and perfecting the operation mechanism of the organization and creating an inclusive and shared scientific research environment.
