动态治理视域下我国政府治理路径研究

Research on the Paths of Chinese Government Governance from the Perspective of Dynamic Governance

不确定的、变化莫测的环境不断给社会带来新的挑战,政府传统的静态治理模式已逐渐不能适应社会变化,强调持续学习和变革的动态治理成为提升政府治理有效性的关键。对动态治理的内涵和框架、治理能力及价值特性进行详细阐述,在对该理论批判与吸收的基础上提出我国政府治理的实现路径及方向:要关注治理过程的动态性,人才和灵活的流程对动态治理至关重要等。

With the uncertain and unpredictable environment constantly brought new challenges to the society,the traditional static model of government governance has gradually failed to adapt the challenges,while dynamic governance that emphasizes continuous learning and changing is the key to improving the effectiveness of government governance.This paper elaborates the connotation and framework,governance capabilities and value characteristics of dynamic governance in detail.Based on the criticism and absorption for this theory,the realization paths and direction of Chinese government governance are put forward:paying attention to the dynamics of the governance process,and talents and flexible processes being crucial to dynamic governance,etc.
