环境规制下绿色建材低碳发展的演化博弈研究——基于利益相关者视角 被引量:6

Evolutionary Game Analysis on Low-carbon Development of Green Building Materials Under Environmental Regulation——From the Perspective of Stakeholders

摘要 绿色建材可有效缓解建筑领域高能耗、高排放的困境。随着“双碳”战略稳步推进,绿色建材利益主体面临的挑战升级。本文基于利益相关者视角,充分考虑环境规制下绿色建材利益主体的监管与供需关系,构建了政府、建材生产商与建筑开发商三方演化博弈模型,并通过Matlab进行数值仿真以探究不同条件下三方主体的演化稳定策略。研究结果表明:政府在绿色建材发展过程中处于主导地位,其行为策略的波动同时影响着另外两方,且政府受补贴强度的影响较罚金更为强烈;建材商与开发商的策略选择在演化过程中始终保持一致,从而避免了合作中断造成的损失;碳交易市场可促进绿色建材低碳发展,提高碳交易价格能增强建材商生产绿色建材的意愿。因此,政府应完善环境规制手段,促进建材商与开发商形成合力,推动绿色建材产业链上下游协同共生、低碳发展。 Green building materials can effectively alleviate the dilemma of high energy consumption and high emissions in the construction field.As the dual carbon strategy steadily advances,the challenges faced by green building materials stakeholders are escalating.Based on the perspective of stakeholders,the regulation and supply-demand relationship of green building materials stakeholders under environmental regulation are fully considered,and a tripartite evolutionary game model of government,building materials manufacturers and building developers is established.The impacts of parameter changes on the tripartite strategy is studied by Matlab numerical simulation,and the results show that:the government is in a dominant position in the development of green building materials,the fluctuation of its strategy affects the other two parties at the same time,and the impact of subsidy intensity on the government is stronger than that of fines;the strategic choices of building materials manufacturers and developers have always been consistent in the evolution process,thus avoiding the losses caused by the interruption of cooperation;the carbon trading market can promote the low-carbon development of green building materials,and raising the carbon trading price can enhance the willingness of manufacturers to produce green building materials.Therefore,improving the government’s environmental regulation means can promote the formation of synergy between building materials manufacturers and developers,and promote the collaborative symbiosis and low-carbon development of the upstream and downstream of the green building materials industry chain.
