不同类型环境规制促进碳减排的路径研究——结构变化和清洁技术创新

Research on the Path of Different Types of Environmental Regulations to Promote Carbon Emission Reduction--Structural Change and Clean Technology Innovation

减少碳排放对于实现人与自然共生的现代化意义重大。本文将环境规制区分为命令型环境规制和激励型环境规制。其次理论分析了环境规制促进碳减排的路径,结论是命令型环境规制会通过制造业结构清洁化促进碳减排;激励型环境规制会通过绿色技术创新促进碳减排。再次实证检验了理论结论,并发现东部地区命令型环境规制的碳减排效应不明显,但激励型环境规制会通过绿色创新促进碳减排;中、西部地区激励型环境规制的碳减排效应不明显,在中部地区命令型环境规制促进碳减排的路径表现为制造业高级化;在西部地区命令型环境规制促进碳减排的路径表现为制造业初级化。最后,本文就促进碳减排提出了政策建议。

Reducing carbon emissions is of great significance for the modernization of the symbiosis between man and nature.Firstly,environmental regulation is divided into mandatory environmental regulation and incentive environmental regulation.Secondly,it theoretically analyzes the path of environmental regulation to promote carbon emission reduction.The conclusion is that mandatory environmental regulation will promote carbon emission reduction through cleaner manufacturing structure;Incentive environmental regulation will promote carbon emission reduction through green technology innovation.Thirdly,it empirically tested the theoretical conclusions,and found that the effect of the mandatory environmental regulation on carbon emission reduction in the eastern region was not obvious,but the incentive environmental regulation would promote carbon emission reduction through green innovation.Theeffect of incentive environmental regulation on carbon emission reduction in the central and western regions is not obvious,and the path of mandatory environmental regulation in the central regions to promote carbon emission reduction is the upgrading of manufacturing structure.In the western region,the path of mandatory environmental regulation to promote carbon emission reduction is shown as the downgrading of manufacturing structure.Finally,the article puts forward suggestions on promoting carbon emission reduction.
