发展“一带一路”数字贸易:机遇、挑战与未来方向

Promoting Digital Trade Along the Belt and Road:Opportunities,Challenges and the Way Forward

数字贸易是激发“一带一路”沿线经济增长的新引擎,是推进数字“一带一路”的重要抓手。数字技术创造了国际贸易新的增长点,中国数字贸易的产业优势、非政府组织的主导模式,以及沿线经济体的数字发展战略为中国推动“一带一路”数字贸易发展创造了良好基础。然而,推动“一带一路”数字贸易发展所面临的数字贸易规则碎片化、数字基础设施发展不平衡、数字安全等问题也不容忽视。为此,中国推进“一带一路”数字贸易发展应坚持“发展坐标”,针对不同发展水平的“一带一路”沿线经济体,采取差异化数字贸易规则推进策略,深入推进货物贸易的数字化转型,扩大物流、电子支付等“数字赋能型”服务的市场准入,同时加大数字基础设施投资,加强网络安全产业链整合,构建国家和企业联动机制,加强中国与“一带一路”沿线经济体的网络安全合作。

Digital trade is a new engine to stimulate economic growth along the Belt and Road,and an impor-tant starting point to promote the Digital Belt and Road Program.Digital technology creates new opportunities for international trade.Digital industry advantages in China,its private firm-led model,as well as the digital economy strategies of the economies alongside the Belt and Road created solid foundations for China to promote digital trade along the Belt and Road.However,the challenges surrounded could not be ignored,such as the fragmentation of digital trade rules,unbalanced development of digital infrastructure,and digital security issues.Therefore,Promo-ting digital trade development along the Belt and Road,China should adhere to the“development wedge”,adopt customized strategies for different economies,deepen the digital transformation of trade in goods,expand market access of digital-enabled services including logistics and electronic payment,increase digital infrastructure invest-ment,strengthen the integration of cybersecurity supply chain,and build state-enterprise linkage mechanism to strengthen cybersecurity cooperation with economies along the Belt and Road.
